Development of big business, industrial and residential facilities, such as office, shopping and entertainment centers, hotel complexes, tourist villages, technoparks, industrial zones, clusters, etc., involves a large number of risks for the developer at all stages of project implementation - idea, business plan, design, construction, operation.


In the early phases, the developer faces the risks of misjudging the scale of both the planned facility and the infrastructure required to operate it. The mistake of incorrect scaling of the facility can be eliminated by market research and quality business planning. The error of determining the parameters of infrastructure (power supply, heat supply, water supply, sewerage, etc.) arises due to poor design. Designers often do not pursue the goal of optimizing the infrastructure by reducing its estimated cost - this significantly complicates the process of design and approval of project documentation in the expert authorities. It is much easier to do with “small blood”, to implement the project according to the already developed templates using SNiPs and GOSTs of the Soviet times. At the same time, it is at this stage that additional, absolutely meaningless for the developer costs in the amount of about 15% of the total amount of its costs are born. Thus, the power plant or boiler house already built for a new residential area can work in winter with a maximum load of 25%. The installed equipment may have no prospects of cheap service in Russia. Even worse: after commissioning is completed, it may turn out that the legal model of power center ownership, which was included in the business plan, falls apart like a house of cards after the first contact with electricity market regulators, and this instantly “kills” the project.
