According to the requirements of Russian regulations, power plants with a capacity of more than 25 MW must operate on the wholesale electricity and capacity market. An exception is made for power plants of industrial enterprises (so-called block CHP plants), allowing these plants to operate on the retail market, thereby increasing the benefits for the owner.


EF-TEC inspected 18 power plants belonging to Russian enterprises in the metallurgical, pulp and paper, oil and gas, chemical and other sectors of the economy.


During the inspection, the following were analyzed:

  • Type of fuel used, share of secondary fuel utilization (if any)
  • The scheme of power output of the plant, the degree of its integration with the plant's power supply system
  • Power generation and consumption balances at the plant and the plant.


The conclusions obtained during the audit were used to make changes in the regulatory framework.
