Parnas-4 boiler house is located in the Vyborgsky district of St. Petersburg. In 2004, the City Government made a decision to reconstruct the boiler house to increase its heat capacity and to build a 12 MW CHPP for power supply to the boiler house.
The reconstruction was carried out with the involvement of contractors under two state contracts with dozens of additional agreements.
EF-TEC was engaged to assess the actual execution of works at the boiler house in comparison with the volumes planned in the project documentation and state contracts.
EF-TEC's services included:
- Determination of types and volumes of works to be performed;
- Determination of types and volumes of works actually performed and not performed.
