At the end of 2013, Market Council NCO (Non-commercial Organizatino) carried out an expert review of Rosseti's Compendium "Aggregated Cost Indicators of Power Transmission Lines and Substations with a Voltage of 35-750 kV". An independent expert - EY, which engaged EF-TEK as an industry expert, was engaged for the expert review.


The expertise was performed by EF-TEK in four main areas: 

  • Analysis of initial data. Assessment of their sufficiency for evaluating the investment programs of electric grid companies;
  • verification of compliance of the price parameters presented in the Compendium with the rules of pricing and cost estimation,
  • assessing the breadth of coverage of possible technological solutions, as well as the structure of cost basis indicators used in the Compendium;
  • evaluation of the Compendium's sufficiency for the purposes of its use in evaluating the investment programs of electric grid companies for various construction options (new construction, reconstruction, etc.).
  • The results of the work are used by NP Market Council. and the Ministry of Energy of the Russian Federation to create tools to control the investment activities of natural monopolies.
