RAO ES of East plans to build Khabarovskaya CHPP-4 to replace retiring capacities of the energy system of the UES of East, including Khabarovskaya CHPP-1. The capacity of the CHPP will be about 350 MW. In 2015, the design of the plant began, EF-TEK was engaged by the design institute to develop a scheme of heat capacity output of the new plant.
EF-TEK's services included:
- assessment of the existing situation in the district heating system of Artem and Vladivostok;
- determination of the forecast heat capacity demand of the projected plant;
- development of prospective hydraulic modes of operation of heat networks from the projected plant;
- determination of preliminary pipeline routing for connection of existing and prospective consumers;
- analyzing the need for reconstruction of heat networks, drawing up a list of measures for reconstruction and new heat network construction;
- estimation of capital investments in reconstruction and new construction of heat networks;
- comparison of options for the heat capacity delivery scheme and selection of the most optimal one from the point of view of technical and economic feasibility.
At the end of 2015, the decisions of EF-TEC were agreed with RAO ES of East.
