The purpose of the investment project Khabarovskaya CHPP-4 with off-site infrastructure is to replace the retiring capacities of Khabarovskaya CHPP-1, improve the reliability and efficiency of power supply in the region, eliminate the planned deficit of heat energy in Khabarovsk, and improve the reliability of heat supply in the southern part of the city.
