The services were rendered in 3 stages:
I Stage: Development of the business plan concept
- Collection and analysis of baseline data
- Analysis of the possibility of applying special state programs to support entrepreneurship in the Far East for the project
- Identification and agreement of the Parties' positions on key parameters of the Project
- Development of the business plan concept and financial model of the Project
II Stage: Development of a business plan and financial model for the Project
The following activities were carried out during the development of the business plan:
- Analysis of the electricity market in the region Project Production Plan
- Development of the Project organizational plan
- Development of financial and investment plan of the Project
- Project efficiency assessment (financial model applicable to different scenarios of Project financing has been developed for efficiency assessment).
- Risk analysis
III Stage: Support of the Project, business plan and financial model up to obtaining state support measures at federal, regional and municipal levels:
- Providing explanations of the formulas and algorithms used in the business plan and financial model calculations;
- Comments on the financial model calculations;
- Finalization of the business plan and financial model based on the results of preliminary review by the project stakeholders in accordance with the comments received.
